Assistant Manager - Quantity Survey

Job Description Roles & Responsibilities Cost Planning & Estimation Prepare detailed cost estimates, BOQs and budgets for new store setups and refurbishments. Benchmark costs across UAE, KSA and Oman markets. Conduct feasibility cost studies for new locations. Tendering & Procurement Manage the tendering process (RFQs, bid analysis, comparisons). Recommend contractors and suppliers based on techno-commercial evaluation. Support negotiation of rates, contracts and SLAs. Cost Control & Reporting Track project cost vs budget across multiple stores simultaneously. Generate weekly / monthly cost reports and dashboards for the Head of Projects. Monitor cash flow, commitments and forecasted spend. Contract & Commercial Management Administer contracts (FIDIC / bespoke) across different countries. Manage variations, claims and change orders. Review and certify contractor invoices and interim payments. Project Coordination Work closely with design, MEP, procurement and execution teams. Ensure alignment between design intent and budget constraints. Support value engineering initiatives. Final Accounts & Closeout Lead final account settlements with contractors / vendors. Ensure timely project financial closure. Desired Candidate Profile Strong experience in retail / VIVA fit-out and rollout projects. Expertise in cost management, BOQs and rate analysis. Solid knowledge of MEP, fixtures, refrigeration and finishing works. Familiarity with FIDIC and regional contract practices. Advanced Excel and reporting skills; strong negotiation and stakeholder management. Ability to manage high-volume, fast-track store rollouts. Understanding of local authority regulations and cost structures in UAE, KSA and Oman. Ability to manage multi-currency cost tracking and tax implications (VAT, etc.). Ability to build and maintain a regional vendor database and identify cost-saving opportunities across countries.
