Technical Manager – Municipal & Infrastructure Projects

Review and analyze tender documents, technical specifications, drawings, and design information. Support the preparation of technical proposals and tender submissions for municipal and infrastructure projects. Coordinate technical solutions and design inputs during the tender stage. Manage BIM coordination, model integration, clash detection, and issue resolution. Coordinate and manage detailed design and shop drawing development, review, and submission. Conduct design coordination and constructability reviews based on site conditions and construction requirements. Coordinate technical interfaces between consultants, contractors, subcontractors, and different disciplines. Identify and resolve design, drawing, and technical interface issues. Monitor the quality, progress, and compliance of design deliverables. Support design optimization, technical clarifications, design changes, and other project-related technical activities. Ensure technical solutions and design outputs are aligned with construction and project delivery requirements.

Desired Candidate Profile

Project & Design Experience Bachelor’s degree or above in Civil Engineering, Architecture, Construction, or a related engineering discipline. Proven experience in the design or design management of municipal and infrastructure projects. Experience in one or more areas such as roads, bridges, underground utilities, drainage, or related infrastructure works. Experience in major road, bridge, or infrastructure projects is highly preferred. Candidates with previous experience as a Design Manager, Design Lead, Technical Manager, or Technical Lead are preferred. BIM & Detailed Design Practical experience in BIM coordination and detailed design. Ability to coordinate BIM models, perform clash detection, manage technical issues, and follow up on corrective actions. Experience in preparing, reviewing, and submitting detailed design/shop drawings. Strong understanding of design coordination and constructability requirements. Ability to manage design quality, interfaces, and deliverables throughout the project lifecycle. Tendering Experience Strong ability to understand tender documents and analyze design and technical requirements. Experience preparing technical proposals and tender submissions for municipal or infrastructure projects. Experience in technical clarifications, design optimization, or coordination with design consultants is an advantage. Regional & Contract Experience Previous experience working on projects in the Middle East / GCC is preferred. Saudi Arabia experience, particularly Riyadh projects, is highly preferred. Familiarity with FIDIC or similar construction contract frameworks. Understanding of design responsibilities, technical submissions, design changes, and related contractual requirements. Knowledge of Saudi project tendering procedures, local regulations, and design approval requirements is an advantage. Software Skills Proficient in relevant BIM and design software. Experience with Civil 3D, Navisworks, Revit, or other applicable BIM/design tools. Candidates do not need to be proficient in all software; practical experience with tools relevant to their discipline is sufficient. Proficient in AutoCAD. Good working knowledge of MS Office, including Word, Excel, and PowerPoint, for technical documents, presentations, and work planning. Communication & Coordination Strong communication, coordination, organizational, and problem-solving skills. Ability to coordinate effectively with design consultants, construction teams, and multiple disciplines. Strong ability to follow up on technical issues and drive solutions to completion. Willingness to work both in an office-based tendering environment and at project sites, depending on project requirements. Employment Type Full-time
