Job Description

The MEP Quantity Surveyor is responsible for the commercial management, quantity surveying, cost estimation, tendering, procurement support, and cost control of all Mechanical, Electrical, Plumbing (MEP), ELV, Fire Fighting, Fire Alarm, Irrigation, Swimming Pool, and Utility-related works across Palace Group projects. The role is responsible for preparing accurate quantity take-offs, Bills of Quantities (BOQs), tender evaluations, subcontractor comparisons, cost estimates, variation assessments, and commercial reports while ensuring optimum project profitability and commercial compliance. The MEP Quantity Surveyor shall work closely with Procurement, Design, Engineering, Project Management, Finance, and Construction teams to ensure cost-effective procurement, accurate budgeting, proper contract administration, and effective commercial management throughout the project lifecycle. KEY RESPONSIBILITIES 1. Quantity Surveying & Quantity Take-Off Prepare detailed quantity take-offs from drawings, specifications, and tender documents for all MEP systems. Verify quantities included within consultant-issued Bills of Quantities (BOQs). Review design drawings and specifications to identify quantity discrepancies and missing scope items. Prepare measurement sheets and quantity verification reports. Ensure all quantities are accurately measured in accordance with project requirements and company standards. Support value engineering initiatives through accurate quantity analysis and cost evaluations. 2. Cost Estimation & Budget Preparation Prepare preliminary budgets, cost plans, and detailed cost estimates for MEP works. Develop cost estimates covering materials, labor, plant, equipment, subcontractors, testing, commissioning, and authority approval requirements. Prepare rate build-ups and detailed pricing analyses. Benchmark project costs against historical project data and market trends. Participate in budget reviews and commercial strategy discussions. Support management during project feasibility studies and pre-contract commercial evaluations. 3. Tendering & Bid Management Review tender documents, drawings, specifications, and contract requirements. Prepare detailed commercial and technical tender submissions. Issue RFIs and technical clarifications to consultants when required. Evaluate tender risks and identify commercial exposures. Analyze subcontractor and supplier quotations. Prepare tender comparison sheets and recommendation reports. Participate in post-tender clarification meetings and negotiations. Support management in finalizing competitive and commercially viable proposals. 4. Procurement & Subcontractor Management Coordinate with Procurement and Project teams to define accurate scopes of work. Prepare subcontractor package breakdowns and procurement recommendations. Evaluate supplier and subcontractor offers for technical and commercial compliance. Participate in subcontractor negotiations and commercial evaluations. Assist in preparation of Letters of Intent (LOIs), Purchase Orders (POs), and subcontract agreements. Monitor procurement budgets and identify cost-saving opportunities. 5. Variations & Commercial Management Quantify, evaluate, and price variation orders arising from design changes and revised scope requirements. Prepare supporting documentation for variation submissions. Maintain comprehensive variation registers. Monitor pending, approved, and disputed variations. Support project teams in negotiation and settlement of variation claims. Assess commercial implications of design revisions and consultant instructions. Ensure timely recovery of all commercial entitlements. 6. Cost Control & Financial Monitoring Monitor project costs against approved budgets. Track commitments, purchase orders, subcontractor liabilities, and expenditures. Prepare periodic cost reports and commercial status updates. Assist in preparation of cash flow forecasts. Identify cost overruns and recommend corrective actions. Support project teams in achieving approved budget targets. Monitor project profitability throughout the project lifecycle. 7. Documentation & Reporting Prepare BOQs, cost plans, tender evaluation reports, cost comparison reports, and commercial summaries. Maintain organized commercial records and contract documentation. Prepare management reports and commercial dashboards. Ensure all commercial documentation complies with company procedures and audit requirements. Maintain accurate records of quotations, negotiations, variations, and contractual correspondence. 8. Commercial Risk Management Identify commercial and financial risks associated with procurement and project execution. Assess risks related to scope gaps, design changes, market fluctuations, and procurement delays. Recommend mitigation strategies to minimize commercial exposure. Monitor contractual obligations and compliance requirements. Support dispute avoidance and claim prevention initiatives. 9. Stakeholder Coordination Coordinate with Design, Procurement, Engineering, Planning, Finance, and Project teams. Liaise with consultants, suppliers, subcontractors, and external stakeholders. Participate in commercial review meetings and procurement discussions. Support project teams in resolving commercial and contractual issues. Maintain positive working relationships while protecting Palace Group's commercial interests. KEY PERFORMANCE INDICATORS (KPIs) Accuracy of Quantity Take-Offs and BOQs. Accuracy of Cost Estimates and Budgets. Tender Submission Quality and Timeliness. Commercial Savings Achieved. Variation Recovery Rate. Procurement Support Effectiveness. Budget Compliance Performance. Cost Reporting Accuracy. Commercial Risk Mitigation. Timely Submission of Commercial Documentation. Stakeholder Satisfaction. Contribution to Project Profitability.

Desired Candidate Profile

QUALIFICATIONS Education Bachelor's Degree in Quantity Surveying, Mechanical Engineering, Electrical Engineering, Construction Management, or a related discipline. Professional Certifications (Preferred) RICS Membership or working towards MRICS. Certified Quantity Surveyor qualifications. Commercial Management certifications. Cost engineering certifications. EXPERIENCE Minimum 5 years of experience in MEP quantity surveying, estimation, or commercial management within the construction industry. Experience in luxury villas, high-end residential, hospitality, or turnkey construction projects is preferred. Experience in procurement, tendering, subcontractor management, and commercial administration. UAE/GCC experience is highly desirable. Employment Type Full-time
