Senior Quantity Surveyor

The Senior Quantity Surveyor is responsible for managing the commercial and contractual aspects of Oil & Gas projects, including cost control, quantity measurement, valuation, procurement support, variations, subcontract management, and payment certification. The role ensures that project costs are effectively controlled and that contractual and commercial requirements are properly administered throughout the project lifecycle.

Desired Candidate Profile

Manage all commercial and quantity surveying activities for Oil & Gas EPC, EPCM, construction, refinery, petrochemical, pipeline, and infrastructure projects. Review contract documents, specifications, drawings, BOQs, scope of work, and commercial conditions. Prepare and verify Bills of Quantities (BOQ), quantity take-offs, and material quantity calculations. Measure completed works and verify quantities against approved drawings, specifications, and site records. Prepare Interim Payment Applications (IPA) and assess contractor/subcontractor payment claims. Review and certify subcontractor and vendor invoices based on actual work progress and contractual terms. Monitor project costs against the approved Budget / Contract Value. Maintain cost reports, commitments, forecasts, and cash-flow projections. Prepare cost estimates, rate analysis, and budgetary estimates for additional and changed works. Evaluate and manage Variations, Change Orders, and Claims. Review contractor/subcontractor variation proposals and negotiate rates where required. Maintain variation and change-order logs and monitor their commercial impact. Assess Extension of Time (EOT) and other contractual claims in coordination with Planning and Contracts teams. Prepare and review Subcontract Agreements, Work Orders, and Purchase Orders from a commercial perspective. Manage subcontractor commercial performance and ensure compliance with contractual requirements. Review contract rates, payment terms, retention, advance payments, deductions, and other commercial provisions. Assist in tendering and procurement activities, including RFQ evaluation, commercial comparison, and bid analysis. Prepare Tender BOQs, cost estimates, and pricing schedules. Monitor material quantities and reconcile actual consumption against approved quantities. Perform quantity reconciliation for major disciplines such as civil, structural, mechanical, piping, electrical, and instrumentation. Identify potential cost overruns and provide early warnings to Project Management. Prepare monthly Cost Reports, Commercial Reports, Forecasts, and Management Reports. Coordinate with Engineering, Procurement, Construction, Planning, Finance, Contracts, and Project Management teams. Maintain proper records of measurement sheets, drawings, site instructions, variations, claims, and supporting documentation. Participate in commercial meetings with the client, main contractor, subcontractors, and suppliers. Support final account preparation, contract close-out, and settlement of outstanding commercial issues. Ensure all commercial activities comply with company procedures, project specifications, contract conditions, and client requirements.
