This role is with Petrochem Performance Chemicals (PPC) (Part of Mazrui International). PPC specializes in drilling fluids and associated equipment services. We increase customer asset value through the provision of cost effective, customized technical solutions in the drilling and completion fluids, solids control, filtration equipment, and waste management services. Our geographical territory covers the Middle East and Caspian with current operations in the UAE, Iraq, Kuwait, and Yemen. Designation: Senior Proposals and Contracts Administrator (Oil & Gas) Reporting to: Contracts and Administration Manager Job Objective: To actively lead, support and coordinate the end-to-end development of high-quality, compliant and commercially compelling proposals, reviewing contracts, tenders, bids, RFQs and EOIs, working closely with technical, commercial, finance, supply chain and QHSE teams to deliver accurate and timely submissions that support business growth across the MENA region. Key Responsibilities/
Duties
- Administer all types of commercial contracts, including registrations, amendments, periodic reports and closeouts
- Review RFPs, ITTs, RFQs, RFIs and EOIs to identify instructions, evaluation criteria, mandatory deliverables, contractual qualifications and submission deadlines
- Prepare proposal plans, compliance matrices, responsibility schedules, clarification logs and submission checklists
- Draft clear, persuasive and customer-focused proposal content, including executive summaries, company profiles, methodologies, commercial narratives, compliance statements and supporting schedules
- Coordinate technical, commercial, legal, finance, supply chain, logistics and QHSE inputs, consolidating contributions into a coherent and complete proposal
- Edit, proofread and format proposals to ensure accuracy, consistency, professional presentation, correct branding and full compliance with customer instructions
- Manage internal review and approval workflows, incorporate authorized changes, maintain version control and secure final sign-off before submission
- Complete electronic portal uploads and other submission formalities, verify successful delivery before the deadline and retain evidence of submission
- Maintain proposal templates, reusable content, credentials, certificates, past submissions, lessons learned and bid outcome records
- Ensure consistency and compliance of contractual terms and commercial conditions with company policies; coordinate with stakeholders to identify constraints and risks and support appropriate qualifications or mitigation measures
- Review customer draft contracts during tender stage and verify that purchase orders are consistent with executed contracts
- Support contract and claim negotiations, contractual changes, dispute resolution and the effective operation and continuous improvement of contract and proposal management processes
- Specialized Knowledge: Strong knowledge of contract management, administration, tendering and the end-to-end proposal development and submission process
- Knowledge of RFP/RFQ/ITT analysis, compliance matrices, commercial and technical proposal structures, review gates, version control and electronic tender portals
- Oil and Gas Upstream Services experience; prior exposure to Drilling Fluids, SCE and/or Drilling Equipment is highly desirable

- High proficiency in Microsoft Word, Excel and PowerPoint, including professional formatting, tables, templates and presentation of commercial information
- Experience with customer procurement portals and electronic bid submission systems
- Excellent communication and listening skills to understand customer requirements and provide clear guidance
- Problem-solving, analytical and creative-thinking skills
- Ability to work effectively under pressure while maintaining accuracy, confidentiality and attention to detail
- Comfortable working with pricing, financial information and commercial documentation
- Professional, diplomatic and collaborative approach when dealing with customers and internal stakeholders
Experience
3–5 years of relevant experience in contracts administration, tendering, bid/proposal coordination, sales support or a related commercial function, including hands-on drafting and submission of proposals through customer procurement portals. Academic
Qualifications
- Minimum university bachelor’s degree or equivalent Accountabilities and Performance Measures: On-time submission of tenders, bids, proposals, RFQs and EOIs. Accuracy, completeness and compliance of submissions against customer instructions and internal approvals. Quality and consistency of proposal drafting, formatting, supporting documents and version control. Timely coordination of stakeholder inputs, reviews, clarifications and approvals. Maintenance of current proposal templates, content library, credentials and submission records. Contribution to continuous improvement of proposal and tender processes.
