The Washington Metropolitan Area Transit Authority's (WMATA's) Technical Training and Development is seeking a Rail Transportation Training Instructor to provide quality academic and practical instruction to adult learners while demonstrating the ability to assess performance, evaluate progress and recommend passing, failure, or additional training for Rail employees and students/trainees under their direction throughout the course of study.

The ideal candidate is detail oriented and executes technical training of a difficult nature involving adult learning and technical principles to include presentation, assessment of classrooms, and practical instruction and has the ability to ask probing questions and effectively communicate with employees to impact behavior change. This position may require serving as safety enforcement agents for special events or emergency management protocol (e.g., severe weather, service disruptions/modifications, and regional events impacting service. Travel to different WMATA locations is required.

The Rail Transportation Training Instructor maintains and promotes awareness and accountability with safety policies and procedures while performing job functions. Promotes a positive safety culture and encourages reporting of safety concerns consistent with our Agency Safety Plan, other regulatory requirements within the Safety Management System and Just Culture principles.

Principal Job Duties

Facilitates the presentation of training for both classroom and practical instruction using a variety of instructional techniques and formats such as role playing, simulations, team exercises, group discussions, videos, and lectures.

Performs a variety of pre-training activities, to include planning, organizing, coordinating, conducting student orientations and defined interviews, scheduling all required assessments and evaluations, validating dates regarding potential trainees, and reviewing personnel files.

Organizes, develops, evaluates and uses course outline/lesson plans, conducts classroom and hands-on training for Rail Supervisors, Rail Vehicle Operators, Interlocking Operators, Station Managers, Rail Traffic Controller, Rail Station Supervisor, and Car Maintenance personnel. Prepares and orders materials for classroom training, checking equipment for operational readiness.

Supervises, monitors and instructs students' use of tools and equipment in both real and simulated environments to include stations, yard and mainline operations, roadway preparations, communication procedures, and train recovery/rescue procedures, to build a safety culture through complete understanding of the compliance with all Authority rules and procedures, or methods to include compliance courses.

Demonstrates functionality of application and software, basis software training program, manages training schedules, crated training tools such as instructor guides, student guides and user manuals in a professional written or computerized format.

Determines training needs of students and develops alternative training methods if expected improvements are not seen. Provides individualized instruction and tutorial or remedial instruction if needed.

Maintains and improves subject matter expertise in adult learning and new technologies relative to the Office of Rail Transportation (RTRA) systems and equipment. Integrates changes to improve lessons plans for adult training techniques, i.e., lecture method, lecture and demonstration, student participation and demonstration, use of mock-ups and simulators, questions and answers, student testing and training curriculum on a timely manner.

Transfers knowledge and skills to new and current employees critical to the safety of all employees and customers using the rail system.

Supervises students while under the control of Rail Training Instruction. Ensures compliance with Washington Metropolitan Area Transit Authority (WMATA) directives, Metrorail Operating Rules Book (MOR), time accountability and complaint resolution.

Acts as expert witness for the Authority in litigation.

Performs return-to-duty training for operations personnel with prolonged absences to determine if they are competent to return.

RESPONSIBILITIES

Knowledge

Working knowledge of, or the ability to acquire knowledge of, the Authority's operating equipment, Handbook of Rules, SOPs, Safety Rules and Procedures, General Orders, and Instructions

Extensive knowledge of the modern principles, practice, methods and techniques of the basic adult learning theory

Knowledge of program development and instructional design

Skills

Skilled in designing, documenting, and facilitating adult training and testing techniques in a classroom and hands-on training in train, station, terminal, towers, and start-up operations

Skilled in identifying the training and developmental needs of students, and in developing training programs that meet the needs. Skill in selecting and using training and instruction methods and procedures appropriate for students' needs

Skilled in providing guidance and direction to students, including setting performance standards and monitoring performance. Skills in supervising, training, and evaluating students and agreements

Skilled in operating Microsoft Word applications, Outlook, and PeopleSoft software

Abilities

Ability to manage multiple assignments simultaneously. Proven ability to work independently on an array of different and complex research assignments and to establish deadlines, meet work priorities, and function effectively in a highly professional environment

Ability to work variable hours and assigned days off, to include special events, holidays, emergencies and inclement weather

Ability to communicate effectively at all levels of the organization, both orally and in writing

Ability to handle confidential material and information in a professional manner

Supervisory Responsibility

Guides work of others who perform essentially the same work. May organize, set priorities, schedule and review work, but has no responsibility to hire, terminate, review performance or make pay decisions.

QUALIFICATIONS

Minimum Education

High school diploma or possession of a general equivalency diploma (GED)

Minimum Experience

A minimum of five (5) years of experience in a technical and administrative transportation support activity role. To also include minimum experience in train operations, station operations, and interlocking operations.

Minimum Certification/Licensure

Roadway Worker Protection Certification, Level 2, immediately after hire.

A valid Driver's license and must maintain it while in this job.

Preferred Qualifications

Bachelor's degree General Studies and/or Training discipline

Previous supervisory experience such as lead person, acting supervisor, utility supervisor or supervisor.

Experience with adult learning, which may include technical school certification in adult training.
