Job Overview
Manage all post-contract commercial and quantity surveying activities for ongoing construction projects. Review contract documents, BOQs, drawings, specifications and contractual requirements after project award. Prepare, review and submit interim payment applications / monthly valuations. Evaluate subcontractor and supplier payment applications and prepare payment recommendations. Carry out detailed measurement and quantity verification based on approved drawings and actual site progress. Prepare and maintain project cost reports, cost-to-complete forecasts and cash flow projections. Monitor project budgets, commitments, actual costs and forecast final costs. Identify, evaluate and prepare variation / change order claims, including quantity, rate and cost substantiation. Maintain complete variation registers and follow up approvals with consultants, clients and project teams. Review and assess subcontractor variations, claims and additional works. Prepare detailed rate analysis and build-ups for variations and new items. Identify contractual and commercial risks that may affect project cost or profitability. Review contract correspondence and assist in preparing commercial and contractual responses. Assist in the preparation and substantiation of claims, extension-related cost claims and loss & expense claims, where applicable. Coordinate closely with project managers, engineers, planning, procurement and accounts departments. Monitor subcontractor agreements, purchase orders and committed project costs. Ensure that subcontractor payments are aligned with actual work progress and contractual terms. Prepare monthly commercial reports highlighting project revenue, cost, variations, claims, liabilities and projected margins. Monitor material reconciliation and major project resource consumption where required. Maintain proper records of instructions, variations, measurements, approvals and supporting commercial documentation. Participate in commercial meetings with clients, consultants, subcontractors and suppliers. Assist in negotiations and settlement of variations, claims and final accounts. Prepare and agree final accounts with subcontractors. Prepare project final account submissions to clients/consultants and support negotiations until settlement. Monitor retention, advance payments, recovery schedules and other contractual deductions. Ensure timely issuance and tracking of contractual notices related to commercial matters. Support project management in identifying cost-saving and value engineering opportunities during project execution. Maintain updated commercial records, payment certificates, variation logs, subcontractor accounts and cost databases. Assist management with commercial audits and project profitability reviews.
Desired Candidate Profile
Bachelor’s Degree in Civil Engineering, Quantity Surveying, or a related discipline. Minimum 5 years of relevant UAE/GCC experience in post-contract quantity surveying within the construction industry. Strong hands-on experience in: Interim Payment Applications Client Valuations Subcontractor Payments Quantity Take-Off Variations / Change Orders Rate Analysis Claims Preparation Cost Control Budget Monitoring Cost-to-Complete Forecasting Contract Administration Final Accounts Commercial Reporting Strong understanding of construction contracts, BOQs, specifications and drawings. Good knowledge of FIDIC conditions of contract and commonly used UAE construction contract provisions. Ability to independently measure works and evaluate executed quantities. Ability to prepare detailed commercial substantiation for variations and claims. Strong knowledge of UAE supplier, subcontractor and construction market rates. Experience in building, residential, commercial, infrastructure or fit-out projects. Strong numerical, analytical and negotiation skills. Excellent attention to detail and commercial awareness. Good written and spoken English. Ability to coordinate effectively with project, engineering, procurement and finance teams. Candidates should preferably be currently based in the UAE.
