Proposal Engineer – Civil

Assist the Civil Estimation Manager in preparing proposals for tenders and projects. Review RFT/ITT documents, ADNOC specifications, scope of work, and contractual requirements. Prepare technical, contractual, and commercial queries and participate in site visits and tender clarification meetings. Perform quantity take-offs and validate quantities using engineering drawings, plot plans, and BOQs. Prepare cost estimates, rate analyses, and cost sheets covering manpower, equipment, machinery, subcontractors, productivity norms, and man-hours. Float RFQs, obtain vendor/subcontractor quotations, prepare comparison statements, and recommend suitable bidders. Identify and summarize project risks, assumptions, exclusions, and contingencies. Support technical and commercial proposal preparation for EPC, construction, modification, and infrastructure projects. Coordinate with Engineering, Procurement, Construction, Planning, and Commercial teams to ensure accurate and competitive tender submissions.

Desired Candidate Profile

Relevant Civil Engineering qualification. 5–8 years of experience in civil estimation and proposal preparation. Minimum 2 years of site or Quantity Surveying experience in Oil & Gas, ADNOC, infrastructure, or utilities projects. Exposure to upstream, midstream, and downstream Oil & Gas projects, including Greenfield, Brownfield, pipeline, tie-in, and process plant projects. Strong knowledge of quantity take-offs, BOQ preparation, rate analysis, and tendering procedures. Proficiency in estimation software; SAP knowledge will be an advantage. Employment Type Full-time
