Performance and Reporting Manager

Lead the Performance and Reporting team, covering performance analysis, contractual reporting, business intelligence, and data assurance. Develop, manage, and continuously improve the Performance Regime, including KPIs, KPI deductions, fault attribution rules, and reporting requirements. Coordinate the preparation, validation, and submission of contractual performance reports. Manage daily, weekly, monthly, six-monthly, and annual performance reports, ensuring accuracy, completeness, and timely submission. Establish strong data governance and assurance processes covering data ownership, definitions, accuracy, completeness, traceability, and auditability. Monitor KPI performance and potential financial or contractual exposure resulting from underperformance. Ensure the correct application of contractual requirements related to fault attribution and applicable relief provisions. Identify performance gaps and coordinate corrective and preventive actions with relevant operational teams. Monitor improvement actions, responsible owners, deadlines, and effectiveness. Prepare performance dashboards, trend analysis, KPI reports, and management insights. Identify recurring causes of underperformance and recommend improvement actions. Present performance results, contractual compliance status, risks, and recommendations to senior management and governance committees. Act as the key working-level interface with clients, contractual stakeholders, auditors, and relevant authorities regarding performance and reporting matters. Coordinate third-party performance reporting and audit activities. Ensure all performance information and supporting documentation are properly maintained and traceable. Support continuous improvement of performance management processes, reporting systems, and data quality controls.

Desired Candidate Profile

Qualifications Bachelor's or master's degree in engineering , Business Administration, Data Analytics, Statistics, Quality Management , or a related field. Minimum 10 years of relevant professional experience in performance management, contractual reporting, business intelligence, data analytics, or regulated operations. At least 5 years of experience in a managerial or senior specialist position . Experience in performance management within railway, transportation, infrastructure, O&M, or another regulated operating environment is highly preferred. Proven experience leading or coordinating multidisciplinary teams. Strong knowledge of KPI frameworks, target setting, benchmarking, performance measurement, contractual deductions, and fault attribution . Ability to translate contractual requirements into measurable KPIs, data specifications, and reporting controls. Advanced proficiency in Microsoft 365 , particularly Excel and PowerPoint. Strong experience with Business Intelligence, dashboards, reporting systems, data modelling, reporting automation, and data quality controls . Experience working with clients, contracting authorities, auditors, governance bodies, or other external stakeholders. Strong leadership, communication, analytical, and stakeholder management skills. Ability to explain complex performance, data, and contractual matters clearly to both technical and non-technical stakeholders. Excellent written and spoken English and Arabic . Knowledge of German is an advantage.
