Manager, Financial Operations and Control(UAE National)

Take responsibility for planning, overseeing and directing the management and execution of all activities, work and tasks related to financial and accounting operations management and other tasks, in accordance with work plans, programs and financial best practices. Define the strategic objectives and the operational and implementation work plans and programs for the team relating to all financial and accounting matters and financial operations management. Oversee the preparation/development of the policies, methodologies and systems related to financial and accounting operations management, in line with recognized international financial and accounting standards and systems, with the aim of improving the quality of services provided to the highest possible standard. Oversee the auditing and review of all financial and accounting operations, such as salaries and entitlements, current expenses and budgets, insurance, payments, cheques and financial transfers, and other financial and accounting matters. Oversee the preparation of the final account and follow up on its approval for the closed financial year, close the various accounting periods, and oversee the periodic and annual inventory procedures for the department's assets in accordance with approved laws and regulations. Prepare specialized studies to ensure the effectiveness and impact of implementing and developing integrated strategies for financial resource development within the Authority, with the aim of optimally utilizing financial resources and approved budgets. Prepare financial analyses of the section's monthly, annual and periodic financial statements, reports and data, record any overruns or violations of the department's financial regulations, and report the results to the direct supervisor. Study and assess the financial risks of all financial reports and data, and work to develop effective financial systems to adopt developmental ideas and proposals for all activities in line with best practices and specialized international financial standards. Ensure that the Authority's organizational units carry out their financial operations in accordance with the specific accounting system, and review specific expenditures to verify compliance with approved financial laws, regulations and bylaws. Oversee the design/development of the section's core and supporting financial processes in accordance with the latest international concepts, standards and practices in financial resource management, planning and development, and link them to performance indicators. Study, analyze and assess the efficiency and effectiveness of operating and using financial systems, identify obstacles, and provide solutions and recommendations to develop all systems related to financial and accounting procedures and operations to the best possible standards, in line with approved quality and excellence concepts. Ensure the implementation of financial decisions and recommendations issued by the Authority regarding audit and review reports and financial and administrative governance, and promptly report any observations, if any, to the office manager. Work to achieve self-control and efficient governance in the execution of financial and accounting operations from a financial and legal perspective, ensuring the compliance of all organizational units with the application of financial laws, regulations and instructions. Prepare responses to all inquiries, observations, reports and memoranda from the Finance Department, the Financial Control Department, and the Internal Audit Office within the Authority, across all areas of financial and accounting operations. Provide technical opinions on all correspondence, periodic reports, memoranda, recommendations and proposals related to financial and accounting operations management, and give appropriate guidance regarding them. Direct and take appropriate action regarding employee-related processes such as job performance measurement, promotions, transfers, appointments, training and development, approvals, and other related tasks. Prepare periodic reports presenting the team's achievements against performance indicators and data, the obstacles and difficulties encountered, and the actions taken regarding them. Perform any other duties related to the nature of the work, as assigned.

Desired Candidate Profile

Years of Experience (Minimum) Bachelor's degree in Financial Management, Accounting, Financial Sciences, or any related discipline. 7 years of practical experience in the field of specialization. Master's degree in Financial Management, Accounting, Financial Sciences, or any related discipline. 5 years of practical experience in the field of specialization. PhD in Financial Management, Accounting, Financial Sciences, or any related discipline. 3 years of practical experience in the field of specialization.
