Sigma Engineering Works (SEW) is part of Mazrui International - Diversified holding group with wide variety of businesses in Oil & Gas/Oilfield Services, Financial Investments, Real Estate, Construction, Retail, Trading, Distribution, Logistics, Transportation, Hospitality, Education etc. Designation: HSE Officer – JAFZA | TARKHEES Approved | Oil & Gas Reporting to: HSE Manager Job Objective: The HSE Officer monitors, implements, and enforces Health, Safety, and Environmental (HSE) management systems across oil and gas operational sites. The primary objective is to cultivate a "Zero Harm" safety culture, ensure strict compliance with international standards and local regulations, and proactively mitigate high-risk industrial hazards to protect personnel, assets, and the environment. Cire Responsibilities: Control of Work & Operational Safety: Permit-to-Work (PTW): Review, authorize, and audit daily PTW applications, ensuring all associated isolation certificates (LOTO) are verified before work begins. Gas Testing: Conduct atmospheric gas testing and monitoring for toxic gases (H₂S, CO), flammable vapours (LEL), and oxygen levels in confined spaces or hot work zones. Site Inspections: Perform daily walkdowns of active process areas, drilling floors, or construction zones to identify substandard acts or conditions. Stop Work Authority: Exercise and support the absolute authority to suspend any operational activity that poses an immediate threat to life, health, or the environment. Risk Management & Compliance: Hazard Assessment: Facilitate and review Job Safety Analyses (JSAs), Task Risk Assessments (TRAs), and HazOp actions with engineering and construction teams. Regulatory Compliance: Maintain complete alignment with international standards (ISO 45001, ISO 14001) and regional regulatory bodies (e.g., ADNOC, OSHA, API guidelines). Chemical Safety: Oversee the safe storage, handling, and disposal of hazardous chemicals, ensuring updated Safety Data Sheets (SDS) are accessible. Emergency Preparedness & Response: Drill Execution: Organize, facilitate, and critique routine emergency response mock drills, , fire, muster, and medical evacuation (Medevac). Equipment Verification: Conduct weekly inspections of critical safety systems, including fire monitors, lifting gear accessories Incident Investigation & Reporting: Root Cause Analysis: Lead preliminary investigations for all near-misses, first-aid cases, and Lost Time Injuries (LTIs) utilizing methodologies like TapRooT or Five Whys. Reporting: Compile accurate shift safety summaries, weekly KPIs, and comprehensive incident investigation reports for corporate review. Safety Culture & Training: Toolbox Talks: Prepare high-quality technical safety materials and lead daily pre-shift Toolbox Talks (TBT) with multi-cultural work crews. Inductions: Deliver mandatory site safety orientations and specialized training (e.g., Working at Heights, Confined Space Entry) for new hires and contractors. Key Performance Indicators (KPIs): Total Recordable Incident Rate (TRIR) and Days Away From Work (DAFW) targets. 100% close-out rate of corrective actions derived from audits and near-miss reports. Completion percentage of scheduled safety inspections and emergency mock drills. Closure and resolution rate of observed unsafe acts/conditions within 48 hours. Qualifications and Requirements: Educational Background Preferably in Bachelor’s Degree in Engineering (Chemical, Mechanical, or Safety), Environmental Science, or a related technical discipline. Alternatively, a Higher Diploma in Occupational Health and Safety paired with extensive field experience. Professional Certifications: NEBOSH International General Certificate (IGC) in Occupational Health and Safety (Minimum Requirement). OSHA 30-Hour General / Construction Industry certification. Valid ADOSH practitioner registration Trakhees Approval preferred not mandatory Work Experience: Minimum of 5 years of progressive field experience as an HSE professional. Technical & Behavioral Skills: Hazard Awareness: Deep technical knowledge of process safety management, hydrocarbon hazards, and high-pressure system operations. Communication: Exceptional verbal and written English communication skills; ability to command authority and clearly instruct diverse work crews.
