HR Section Manager

Job Description Roles & Responsibilities Compensation & Benefits Develop, implement, and continuously improve the organization's compensation and benefits strategy. Conduct market benchmarking and salary surveys to ensure competitive compensation packages. Manage annual salary reviews, promotions, bonuses, allowances, and incentive programs. Analyze payroll-related costs and recommend cost optimization initiatives. Prepare compensation reports and financial analyses for senior management. Review and recommend improvements to employee benefits programs. Employee Relations Manage employee relations matters and provide guidance on disciplinary actions, grievances, investigations, and conflict resolution. Ensure compliance with UAE Labour Law and applicable government regulations. Promote positive employee engagement and maintain healthy employer-employee relationships. Support management in handling complex employee cases and performance-related issues. Organizational Development Support organizational restructuring and workforce planning initiatives. Develop and maintain organizational structures and reporting lines. Participate in change management initiatives. Conduct manpower analysis and recommend organizational improvements. Support succession planning and talent development initiatives. Job Evaluation & Grading Lead job evaluation exercises using recognized methodologies. Develop and maintain grading structures and salary bands. Review job descriptions and ensure role alignment with organizational requirements. Recommend grading changes based on organizational needs and market practices. HR Policies & Procedures Develop, review, and update HR policies, procedures, and manuals. Ensure HR policies comply with UAE legislation and internal governance standards. Communicate policy changes across the organization. Monitor policy implementation and recommend improvements. Financial Analysis & Reporting Prepare HR financial reports and workforce cost analyses. Develop budgeting forecasts related to compensation and employee costs. Analyze HR KPIs and provide recommendations to improve organizational efficiency. Utilize advanced Microsoft Excel to prepare dashboards, financial models, and management reports. Leadership & Stakeholder Management Lead, mentor, and develop HR team members. Collaborate with finance and department heads on workforce planning and budgeting. Present HR reports and recommendations to senior management. Support strategic HR initiatives across the organization. Desired Candidate Profile Bachelor's Degree in Human Resources, Business Administration, Finance, or a related field. Master's Degree or MBA is preferred. Professional HR certifications such as CIPD, SHRM, HRCI, GRP, or CCP are an advantage. Experience Minimum 8–12 years of progressive HR experience. At least 4–5 years in a managerial or supervisory role. Extensive experience in: Compensation & Benefits Employee Relations Organizational Development Job Evaluation & Grading HR Policies & Procedures Previous experience in the UAE Government or Semi-Government sector is highly preferred. Technical Skills Advanced Microsoft Excel (Pivot Tables, Power Query, Power Pivot, Advanced Formulas, Dashboards, Financial Models).
