Job Description Roles & Responsibilities Job Purpose A leading and well-established Group operating across the UAE, Oman and Qatar is looking for an experienced HR & Admin Manager to lead the complete Human Resources and Administration function across the Group. The role will own the full employee lifecycle for approximately 800 employees and ensure effective HR operations, payroll, WPS, employee relations, recruitment, labour-law compliance, immigration and administration across multiple GCC jurisdictions. Key Responsibilities Lead the Group-wide HR & Admin strategy, policies, procedures and organizational structure. Oversee monthly payroll processing and WPS compliance across all entities. Manage attendance, leave, gratuity and end-of-service settlements in accordance with applicable labour laws. Lead the complete recruitment lifecycle, from manpower planning and sourcing to onboarding. Supervise PRO and government relations, including visa processing, labour cards, Emiratisation and Omanisation compliance. Handle employee relations, grievances, disciplinary matters and investigations. Drive performance management, appraisals, training and employee development initiatives. Oversee staff accommodation, transportation, insurance, assets and general administration. Maintain accurate HR records, MIS reports and management dashboards. Manage relationships with recruitment agencies, vendors, insurers and government authorities. Lead and manage the HR & Admin team covering payroll, recruitment, PRO and administration. Qualifications & Experience Bachelor's degree in HR, Business Administration or a related field. Master's/MBA in HR or CIPD certification will be an advantage. 8–10 years of progressive HR experience, including 3–5 years in a managerial capacity. Proven GCC HR experience with strong working knowledge of UAE Labour Law. Exposure to Oman and Qatar labour regulations will be a strong advantage. Experience managing HR operations for a mid-to-large workforce, preferably within automotive, trading, retail or distribution. Hands-on experience with payroll, WPS and HRMS systems. SAP HR exposure will be an advantage. Desired Candidate Profile Strong leadership, people-management and decision-making skills. Excellent knowledge of UAE/GCC labour and immigration regulations. High integrity, discretion and ability to handle confidential matters. Strong communication and stakeholder-management skills. Excellent command of English. Arabic and/or Malayalam will be an advantage. Proficiency in MS Office and HR/Payroll software. Strong organizational and problem-solving abilities. Candidate Profile The ideal candidate will be a hands-on HR leader with strong UAE/GCC experience and the ability to independently manage both strategic HR and day-to-day HR & Administration operations for a large workforce. Candidates with experience in multi-country GCC HR operations, payroll/WPS, PRO, labour-law compliance and large-scale employee management will be preferred.
