Position Summary
This acquisition will add support activities that requires to address immediate needs Office. Specifically, these include independently reviewing and processing a wide range of ethics-related requests and financial disclosure documents, including outside activity requests, official duty requests, sponsored travel, gifts, recusals, and public and confidential financial disclosure reports. Additional responsibilities include conducting detailed analyses of ethics filings, researching financial interests and potential conflicts of interest, obtaining additional information from filers when necessary, and developing recommendations for action by the Deputy Ethics Counselor or other senior ethics officials.
Roles and Responsibilities
Provides analysis and advisory services regarding management functions.
Conduct technical and conflict of interest reviews on documents involving outside activities, official duty activities with outside organizations, recusals, gifts and gift exceptions WAGs, outside awards, etc., authorizations, supplemental financial disclosures HHS 717-1, and sponsored travel
Certify review of assigned financial disclosure documents within 60 days of receipt or unless documented to indicate difficulties Enter and update IC information in the electronic Ethics Management and Information Systems EMIS; maintain hard copies or upload copies onto the ethics shared drive of ethics documents for assigned employees in accordance with the applicable systems of records to ensure the maintenance of accurate and up-to-date data on the Ethics Program

Prepares a variety of management and administrative studies to analyze and evaluate internal procedures, policies, processes and systems for the purpose of improving efficiency.
Conduct review and approval of Request for Official Duty Memos, Requests for Outside Activity HHS-520, Annual Report of Outside Activities HHS-521, Widely Attended Gatherings NIH-2803, Public Financial Disclosure Reports OGE-278e, Sponsored Travel, Confidential Financial Disclosure Reports OGE-450, and Confidential Report of Financial Interests in Substantially Affected Organizations HHS-717 3
Reviews and comments on new or proposed changes to existing policies, procedures or systems.
Prepares reports in the areas of budget, procurement, HR, travel, etc.
Consult with the DEC and or senior ethics specialist on complex, precedent-setting or potentially controversial cases in order to develop recommendations for DEC action on financial disclosure reports, employee requests for approval of outside activities, and other ethics clearance matters
Conduct timely reviews of filed reports; research and analyze the information provided by filers; make further inquiries to obtain more factual details that often are not obvious or readily available 5
Reviews policy and regulation that governs the activities performed in the program.
Analyze and track financial disclosure reports in electronic database; conduct review of annual financial disclosure reports; review Public and Confidential Financial Disclosure Reports filed by covered employees; research financial interests held to assess potential conflicts or appearance thereof
Researches and suggests developing areas of management policy.
Assist financial managers prepare annual appropriated budget requests.
Conduct workforce studies and provide in-depth analysis and reporting.
Provides technical experience needed to assist with developing and maintaining a system to analyze and monitor the organization's adherence to the standards of ethical conduct, policies and laws.

Prepares, manages and tracks flow of various documents submitted for ethics review.

Assists with analyzing, maintaining and updating ethnics database, website and filing system.
Enter and update IC information in the electronic Ethics Management and Information Systems EMIS; maintain hard copies or upload copies onto the ethics shared drive of ethics documents for assigned employees in accordance with the applicable systems of records to ensure the maintenance of accurate and up-to-date data on Ethics Program Generate various reports.
Use various tracking systems, e. g., EMIS and NEES to routinely track ethics actions and to provide reports.
Conducts first level review for all requests for outside and official duty activities.

Schedules ethics training sessions and other activities for staff.
Assists the ethics branch in preparing education and training programs to develop guidance tools for the office, including Fact Sheets, and Checklists that provide NIA employees with clear guidance for obtaining advance approval where required and resolving real and apparent conflicts of interest, enhancing employee understanding and program accessibility
Provides technical expertise needed to develop and maintain a system to analyze and monitor the organization's adherence to the standards of ethical conduct, policies and laws.
Analyze and track financial disclosure reports in electronic database; conduct review of annual financial disclosure reports; review Public and Confidential Financial Disclosure Reports filed by covered employees; research financial interests held to assess potential conflicts or appearance thereof
Analyzes, maintains and updates ethnics database, website and filing system.

Assist with the generation of work products and documents related to creating and maintaining an internal system to analyze and monitor adherence to the Standards of Ethical Conduct for Federal employees as well as Ethics policies, laws and regulations Conducts first level review and analysis for all requests for outside and official duty activities.

Qualifications
Excellent oral and written skills.
