Estimation Manager

Job Description Roles & Responsibilities Review geotechnical reports, soil investigation data, and topographical information for estimation accuracy. Lead and manage the complete estimation process for civil works in substation projects (11kV to 400kV). Review tender drawings, BOQs, specifications, and client requirements. Prepare detailed cost estimates including materials, manpower, equipment, subcontracting, and indirect costs. Coordinate with engineering, procurement, planning, and construction teams during bid preparation. Analyze tender risks, contractual requirements, and project scope gaps. Obtain and evaluate quotations from suppliers and subcontractors. Prepare technical and commercial bid submissions within deadlines. Lead tender kick-off meetings and coordinate responsibilities among departments. Develop rate analysis and productivity norms for civil activities. Conduct site visits and pre-bid meetings when required. Support management during negotiations and clarifications with clients. Maintain estimation databases, historical costs, and benchmarking records. Ensure compliance with ADNOC, TRANSCO/TAQA, ADDC, AADC, and other UAE utility standards where applicable. Manage end-to-end tendering activities for substation civil works projects. Analyze tender scope, commercial terms, and technical requirements. Coordinate internal kick-off meetings for tender allocation and planning. Track win/loss analysis and recommend improvements for future tenders. Prepare tender handover documents after project award. Desired Candidate Profile Bachelor’s Degree in Civil Engineering. PMP certification is an advantage. Quantity Surveying or Estimation-related certifications preferred. Minimum 15 years of experience in civil estimation for power or substation projects. Minimum 5 years in a managerial or lead estimation role. Strong experience in UAE market. Familiarity with utility authority standards and tendering procedures in Abu Dhabi.
