Estimation Engineer - Civil

Prepare accurate and detailed cost estimates for civil construction projects, including material takeoffs, labor costs, and equipment expenses, using relevant software and tools. Analyze project plans, specifications, and other documentation to understand project scope and identify potential risks and opportunities affecting cost. Solicit and evaluate subcontractor and supplier bids, ensuring alignment with project requirements and cost-effectiveness to get best price. Develop and maintain a comprehensive database of costs for materials, labor, and equipment, to make sure pricing is updated and competitive. Responsible in providing cost estimates for Projects and/or Services, Responsible for building the Direct Costs estimate and give guidance to Activity Allowance issues. Responsible for producing the Control Cost Estimate at 80% of Project Progress. Inputting payments in Company SAP system that includes creating service entries and technical release. Liaising and providing commercial/contractual awareness to other disciplines (Engineering, Operation, construction, etc) when required. On request to provide Cost Estimating services to Company. Providing all type of Cost Estimates. Development of “Star Rates” for new Norms. Can actively train and encourage the development of Omani personnel on Cost Estimating roles. Providing Design personnel with Cost Estimate input of documents required. Review of Bids and Quotations from Vendors on completeness and to be included in Direct costs

Desired Candidate Profile

Degree in a relevant engineering discipline - Civil Engineering and membership of internationally accepted applicable professional Institute. Experience in civil construction estimating, with a proven track record of successful project bids Oil and Gas environment. Minimum 10 years experience as Cost Estimating and Control in a Construction and Oil and Gas environment. Preferable familiar with Company or Shell standards and guidelines Fully conversant with International Design & Construction Standards for the Oil & gas industry. Skills in SAP, SAP BW, CCES, Candy, Primavera and other Cost control and Estimating systems Proficiency in estimating software such as Bluebeam, PlanSwift, or similar tools is essential for efficiency. Strong knowledge of construction methods, materials, and industry standards is expected to get reliable estimates for Oil and Gas environment. Has down to earth commercial appreciation and judgment. Fluent spoken/written English, and adept in conducting formal meetings Good interpersonal and communication skills. Shall be able to interact with Contract Manager Be able to challenge Cost Estimate prepared by others and Third Party. Has motivational skills to others in Project Support. Excellent MS Excel and AutoCAD skills with strong analytical and commercial capabilities The position will coordinate with Engineering, Procurement, Construction, Planning, and Commercial teams to ensure technically compliant and commercially viable estimates.
