Job Description Roles & Responsibilities Azizi Bank invites applications from highly qualified finance professionals for the position of Chief Finance Officer (CFO). This vacancy is initially being announced locally and is open to qualified Afghan candidates as well as qualified foreign nationals who are currently working or residing in Afghanistan. The position is based at the Bank’s Head Office in Kabul, Afghanistan, and requires full-time presence at the duty station upon appointment. The Chief Finance Officer is a senior member of the Bank’s management team and is responsible for the overall leadership of the Bank’s finance function. The CFO supports the Bank in measuring, monitoring and improving financial performance; safeguarding the integrity of financial records and reporting; overseeing the General Ledger and financial position; and ensuring timely management, Board and regulatory reporting. The CFO works closely with the CEO & President and senior management on strategic plans, budgets and key performance objectives, and takes a lead role in capital adequacy, asset and liability management, liquidity, investment portfolio management, and investor and stakeholder relations. Key Responsibilities Strategic & Financial Leadership Actively contribute, as a member of the Board of Management, to planning, directing and overseeing the Bank’s performance and achievement of established goals. Lead the design and development of budgets, financial plans and forecasts, ensuring alignment of financial resources with the Bank’s strategic priorities. Support the CEO & President in developing, tracking and reporting strategic plans, profit plans and key performance objectives. Lead management of the Bank’s capital adequacy, asset/liability position, liquidity position and investment portfolio, including related policies and strategies. Provide strategic financial input on growth, new markets, potential alliances, investments and other major decisions affecting the Bank. Financial Reporting, Control & Compliance Ensure the completeness, accuracy and integrity of the Bank’s financial records, reports and submissions to regulatory authorities. Lead the development of systems, reports and models to measure and monitor financial performance across business lines, departments and branches. Ensure compliance with applicable international accounting standards, including IFRS 9, IFRS 16 and other relevant standards. Coordinate preparation of financial statements, management reports, special analyses and statutory/regulatory returns. Ensure compliance with applicable tax reporting requirements and maintain effective financial policies, procedures and internal controls. Governance, Committees & Stakeholder Relations Provide regular financial and performance reporting to Management, the Board of Supervisors and relevant committees. Serve on Management, ALCO, Investment, Credit and other internal committees, providing constructive financial input to strategic and tactical decisions. Maintain effective relationships with internal and external auditors and oversee follow-up on findings and recommendations. Coordinate with appropriate legal counsel on financial, corporate governance, compliance and risk matters. Play a lead role, together with the CEO & President, in investor and stakeholder relations and act as a key point of contact on financial matters. Finance Department Leadership Direct and oversee the day-to-day accounting and financial reporting activities of the Bank and provide executive-level leadership to the Finance Department. Build, guide and coach the finance team to deliver accurate and timely results, including under demanding deadlines. Develop, implement and enforce finance-related policies, procedures and systems that improve operational effectiveness and control. Required Qualifications & Experience Master’s degree or above, preferably in Accounting, Finance, Financial Management, Economics or another closely related field. Minimum 10 years of total professional experience, including the most recent 8 years of relevant experience in financial functions with a reputable bank, preferably in a similar or other senior management capacity. Professional qualifications such as CPA, CFA, CBA, ACCA or CA are preferred. Demonstrated experience in budgeting, capital management, investment management, risk management, financial analysis and accounting management. Strong knowledge of international accounting standards and financial reporting requirements. Good knowledge of Afghanistan’s financial-sector laws and regulations, including banking and tax laws. Experience leading teams and working effectively with senior management and cross-functional teams, including in geographically dispersed environments. Core Skills & Competencies High ethical standards and professional integrity. Strong strategic thinking, analytical and problem-solving capability. Excellent financial management, project management, reporting and decision-support skills. Knowledge of financial software packages and modern financial management systems. Excellent communication, presentation and professional English-language skills. Strong leadership, initiative, self-confidence and ability to work effectively under tight deadlines. Candidate Eligibility This local recruitment is open to qualified Afghan candidates and qualified foreign nationals who are currently working or residing in Afghanistan. The successful candidate will be appointed to the Kabul-based position and must be available to perform the role from the Bank’s Head Office in Kabul.
